Eligibility: Anyone may file an application for a license to use a .cy domain name, irrespective of permanent residency status in the Republic of Cyprus.

Grounds for refusal or non-assignment include (selection from registry rules):
- The name is already registered to a third party or is confusingly similar to an existing .cy domain (oldest application has priority when multiple applications exist).
- The name includes obscene content or is contrary to public order, national security, ethics, or constitutes an offence under Cyprus law.
- The name is associated with public persons or historical matters requiring specific permission from a recognized authority unless such permission is provided.
- Names of extreme political, Nazi or racist content.
- Names identified as official reference points for the Republic of Cyprus or other countries/international organizations (per Article 6 of the Paris Convention) or names of great symbolic significance (e.g., religious symbols/words) where permission is required.
- Suspected cybersquatting.
- Names that could be used for illegal purposes in areas of Cyprus not under effective government control.
- Names that could be used to disseminate terrorist content.
